Adds a hostRules entry scoped to renovate-bot, resolved via{{ secrets.RENOVATE_PACKAGE_PULL }}` at runtime.Actions secret on avesit/renovate-bot and mappedinto Renovate's global config via RENOVATE_SECRETS in its
workflow, per Renovate's self-hosted secrets mechanism.
